This is insanity...
The environment impact could actually be worse -all the junk to scrap -people drive new cars more -the mpg savings are minimal, since certain trucks, SUVs, and larger cars are eligible for the new purchase
And mos importantly--this is garbage! More debt, more gov't. control, more socialism.
Here's the way it works: Barney Fwank, Chris Dodd, Bush, Obama, etc. ruin the banking system. We pay to fix it, and then to keep the masses from complaining or delving into it, they give us little prizes.... like new cars many cannot afford either. WAKE UP, people, forget dancin' with the stars and pay attention to what's going on with our lawmakers. FOLLOW THE MONEY! We're getting worked!

I'm amazed that we ever had this program. It's pitiful knowing I have to pay for someone else's car. I EARNED the money to buy my car.

The only thing this does is keeps the UAW working. Maybe part of the cost could come out of their funds OK?
This is a rip off
I have a 1978 Mercedes Diesel, 1998 Sienna Van and a 1989 Nissan Maxima. My brother in law owns a Ford Dealership and has been researching this for me. He put in my van vin#, it qualified 3 weeks ago, now it does not. None of my cars work on this program. And the biggest gas guzzler of them all, the Mercedes, is too old even though we have all the paperwork showing we have been driving it. Our government at work!!

My 1987 Chevy S10 doesn't qualify. It can't get anywhere near the sticker mileage. But the government should want it off the road. Any chance the program will have qualifiers other than mileage?
