Feb 11, 2010 -- Understanding the new credit card rules

The Federal Reserve has issued final guidelines on the new credit card rules that go into effect Feb. 22. Here's a quick rundown of some of the highlights:

• Banks must give 45 days notice before raising the interest rate on future purchases.
• Your interest rate on existing balances can't be raised until you're in default for 60 days.
• Your monthly statements going forward will reflect how many years you'll be in debt if you only make minimum payments.
• Any annual fees must be capped at 25 percent of your card's limit.
• If you have multiple interest rates on your account, anything you pay over the minimum balance will be applied to the highest rate first. But beware, if you only pay the minimum, the money will still be applied to the lowest balance first.
• Teaser rates on new cards must be honored for one year.
• Two-cycle billing will no longer be allowed. This was a sneaky way that banks would charge massive interest if one month you paid in full and the next month you didn't.

    Got a letter today stating Citibusiness is closing account due to information they pulled from Equifax. I contacted Equifax and found that I have NO deliquencies...nor have ever had any in 18 years of history. I have an above average credit score. Citibank refuses to help me other than that they were instructed to refer me back to the letter. How can the econmony get better if small business is screwed out of credit? This makes ZERO sense. I would suggest we boycott Citibank and any other banks who are screwing with the life blood of this country. Small business.

    I was a zero balance with Home Depot, late once in 2 years due to theft. Home Depot cancels my accout saying that due to a credit report they pulled with out permission in April other accounts I had where past due, therefore they cancelled my account! And I had no problems with them. Citi Bank refuses to help!

    After reading everything about Citi bank well they just lost another paying customer. Oct 08 they told me to use the card or it was going to be canceled today April 14th I have a small balance pay on time and I was told during their normal course review they are canceling me in a month. I kept a balance so they wouldn't close they account now it's closing for paying on time. Didn't get the $ 60.00 notice like other card user. Citi banks lost!!!

    I feel like I won the lottery! About two years ago, Discover Card offered balance transfer at zero percent for the life of the balance. The only stipulation was that you had to use the card 2 times a month at regular interest rates to keep the zero percent in force. So for two years, I faithfully bought fifty cents worth of gas at the pump, and fifty cent or less grocery item at the self checkout at WalMart (because I was embarrassed to use a credit card for a tiny purchase). I got a letter today saying that I no longer had to make purchases, and the zero percent would still be honored! Yay! I think they finally got tired of processing the small charges.

    Credit card companies have taken the place of "used car salesmen" in the 21st century . . . they simply are not trustworthy after the shenanigans that they have pulled over the past decade.
    After paying on several credit cards for many years, I simply ran out of money to continue paying them so I stopped.
    Then the offers of much better rates and terms came from each one of them . . . but it was too late (after I had tried many times for better terms).
    Now each one of them are writing off the 4 and 5 figure balances . . . the credit card companies should have offered more reasonable terms a long time ago when I asked for them, now their "cash cow" borrower can't pay any more.
    Tens of millions of accounts are not being paid and are being written off.
    However, the credit card companies stay in business because more pay than don't pay, although that gap is narrowing.

    I have always paid the full amount on my credit cards each month. However, about three months ago I made a payment leaving a small balance on my Chase card to carry over to the next month. The next month I made the full payment on the card. Was I ever suprised when the following month I was charged interest on all of the charges I had made that month. There was no 25 day grace period. I called Chase and was told by a very rude customer-no-service person that I was charged on the purchases because I carried a balance three months earlier. CRAZY! So now I have filed away that card and I'll just wait until they cancell it. BYE-BYE.

    How is charging a $60 fee to use Citi's card good legislation? Sure, if I don't want to pay the fee I can charge $2,400 yearly, or better yet cancel the card and have my credit score go down. Good legislation would be to not penalize those of us who do not want to take on debt by choosing to get rid of the cards that encourage us to do so!

    Gabe this is good legislation?! Have you read any of the following messages? The "good" legislation as you call it caused the credit card companies to increase rates on accounts that people weren't even late on. They could have easily implemented them immediately but choose to give their "campaign contributors" extra time to screw Americans. Government succeeds at nothing better than screwing things up.

    BOA and Chase both raised my rates on my clean-payment-history accts. Now I use these card once every couple of wks tirent movies from the Redbox dvd vending machines. That means they make ZERO $$$ off me. I use Discover for any balance purchases. Consumers CAN fight back! They almost doubled my interest rates; however, since I am not paying any interest, who's the winner here? LOL.

    I too received my letter about the $60.00 annual fee. I have always been a good customer, paid on time and paid off my balances. I too have decided to risk the credit score and opted out and closed my account. They are promoting the very same spending habits that got so many people that aren't disciplined in trouble.     I'm canceling my cards, also. Unlike some others, though, I could care less about my credit scores. I did once but, not any longer. I don't want their credit (LEGALIZED EXTORTION) anymore anyway. I'll go debt free as soon as possible and to hell with them. I don't need them any longer.

    Just got off the phone with Citi Bank. I asked if they would waive the $60 fee ~ NOPE. Told me I can charge $2,400/year and not pay the fee. I never use the card and now they are encouraging me take on debt. Isn't that one of the things that got us into the financial mess this country is in?

    Citi bank can kiss my *** if they think I will agree to pay the new $60.00 fee that they are implementing in order to as they so nicely state in the letter.."maintain quality of service amid rising costs of doing business"...I got on the phone and waited, and finally got to talk to an out-sourced call taker from India(I'm guessing on that one)that I could hardly understand. I canceled the card and wasn't even asked if I would reconsider. I had that account with excellent credit for years, and hated to ding my credit score that was above 800, but after other cards canceling because we had too much credit and didn't spend enough, I will take the risk to close accounts with citibank. Some of us played by the rules and paid on time, and didn't spend like there was no tomorrow, but I guess in the big picture it's not important to maintain customers that actually have the ability to pay on time. The government should have stayed out of this...I was rolling along just fine before the powers that be decided to put their big hairy noses in where they didn't belong.

    Just got this credit card's new rules which include charging interest from the day you purchase an item if you haven't paid the past month off in full. And they can do this without any advance notice???? Write the Attorney General in Washington, there's a web site so you can email, and complain. Alltel customers who got switched over to Verizon reported the rip offs Verizon was using & the company had to change its policies. If enough of us complain loudly enough something will be done. Also write your congressman & senator, let them know how credit card companies are already abusing the new rules. We have to all do this in order to make change happen.

    My question to those that charge things to their credit cards then pay them off each month... why do this when you can purchase things with your debit card? Just because you do not have the cash at that moment is no excuse. It just means you do not purchase at that time, manage your money better and fire your thieving credit card company!

    I too, paid off a substantial credit card balance on the due date and was shocked to be billed an additional interest amount the following month. I thought "payoff balances" were for houses and cars and did not request one from the credit card company. An expensive lesson! And, a very sleezy practice on their part! Thanks American Express.

    i got the citicard fee letter and agree with many others -hate the hit to FICO, think thats unfair given the circumstances, but also will not bow to Citi and their horrible rules - charging $2400/yr to get a $60 fee credited? no thanks. other opps out there and I will get those instead.     Why did the Obama administrative give the credit card company so much lead way to up the interest rate...What good is that doing for the consumer. My rate with Chase and Discover card has went up to 16.99% I was a loyal customer and not it's hard to paid them off. Were is the consumer bailout. Credit card companys are waiting for one miss payment to take your interest rate up to the maximum.

    Wells Fargo are the biggest theaves in the business. I have never missed a mortgage payment, been late or have a check returned. They have raised the interest rate on my credit cards to 33% and will not even discuss this situation. I always pay my cards on time and have never been late. The people at Wells Fargo Financial Cards are arrogant and not very helpful. President Obama should never have given them the date of the credit card changes because they have abused the system.

    Received notice this past weekend, that effective April 1st, 2010, CITI is adding a mandatory $60.00 per year membership fee to its credit cards (Sears, K-Mart, etc). If you purchase more than $2400 for a calendar year on the card, you will receive a $60 credit. Card holders can OPT OUT, which basically closes the account. I have always maintained zero balances at end of month; will be OPT'ing out of this rip off.

    I have two credit cards a visa and a master card. Both have zero balances. I pay them off each month whenever I use them. I TRIED to use them this past weekend. Both were denied. I was told there are new laws. That I should have received a letter stating that the cards have to be used regularly, no matter the experation date, or they will be denied. I was emabarassed beyond belief and called the telephone number on the back of the cards. I gave them the card number, they asked for my s/s number and then they told me there was NO RECORD of me ever having had a card. I've had these cards for years and both have not reached their expiration dates. I used one last month without a problem. I'm totally dumbfounded. Your my first contact. Tomorrow I'm going to get to the bottom of this. Talk about a "change". I've had enough of these so called changes that are taking place in our country. Enough is enough.

    Hey, glad I am not the only one here that listens to him! Sad that people are getting screwed over by the credit card companies. I am glad that a lot of people are seeing the light and giving banks the boot! Now if we can get Congress to come to their senses, the country might be in a better place.

    You think Citibank was bad, I got letters from Chase, outside of the statement, that raised my rate even though I always paid on time because they knew if they did not do that before the new legislation they would not be able to. Thanks Congress for giving them so much time under their hoodwinking that they would need time to make these adjustments. BS. Dave Ramsey is right, get debt free. I could care less about closing cards, as I now don't use them.

    Everyone needs to listen to Dave Ramsey or go to his website. The man makes a lot of sense about getting out of debt and staying out. I am proud to say that I have learned a lot from him and am now happily debt free!

    I was dropped by Citibank for not using my card for one year. I swiftly applied for a new card with USAA a very reputable company that services the military. However, you do not have to be in the military to get a card with them. My boyfriends family has used them for years and found them to be very customer service friendly

    If you are giving the option to close your account, then why should this lower your credit rating? Also would it not be better to keep the card and your good credit score and just make payments in full each month?

    I too am planning to close my Citibank account but really hate the "hit" I'm going to take on my FICO score. If all the card companies come through with this new fee, and I opt out and close these accounts, I'm really worried about the negative impact on my credit. Is it a "hard" hit, and how long will it take to recover? We shouldn't be penalized because of the credit card company's response to legislation by increasing the fees on their good customers. I don't want to pay fees especially on cards I don't use! Help!!!

    Got my $60 Annual Fee letter yesterday and opted out/closed the account last night. The rep noted that I had been a customer for 15 years and did I really want to do this? I said this was a direct result of the company's bad decision, and good riddance.

    Citibank just sent me two letters for two credit cards I have had for 10 & 14 years each. Like others have mentioned, I charge on them each month and generate transaction fees for Citibank - but because I pay my bill in full each month, I guess I don't generate enough for them.

    Wells Fargo raised my interest rate from 16.9% to 27% I opted out and closed this account. As a result, I am still being charged an annual rate, and this only caused 2 other companies to lower my credit lines. My suggestion: Pay the card off and then don't use it, except once every 2 months and pay in full.

  • Wells Fargo
    Wells Fargo changed our store credit card to a variable 25.99% (minimum) rate even though we have excellent credit and always paid their card off with no interest in full, and had a zero balance. I know its not always advisable but I called to complain and then opted out and closed the account. Their customer service people were rude and totally unhelpful so I wrote to them and the furniture store where I got the card in the first place.

    I got my $60 being added letter as well on yesterday. I can't believe this crap. Too many other cards still out there for no Annual fee to deal with this. I will ask for an increase on the cards that I did use a lot and Citi Stank will be gone. They are lost yet another good customer.

    Drop the banks and get with a reputable credit union in your area. I live in the Dayton, OH area and my credit union is the best I have ever dealt with. Fifth Third Bank is terrible!!!

    I just paid off a substantial credit card on the day it was due. I just checked online and had a $750 interest payment that had acccrued daily for the three weeks since the statement had been issued. Watch out and make sure you know what your total pay off is at the time you pay it. Otherwise, you will get another statement when you think you are done!

    I just received a notice from Citibank that they will be charging a $60.00 annual fee. I've had a card with Citibank since 1984. I'm closing my account. I hate to take a hit on my credit score and eventually lose that credit history but, I refuse to pay an annual fee when so many other cards are at no cost. What a way to treat a long term customer.

    The very fact the federal reserve is the one issuing these rules sickens me, they have no business to be in our lives or government. They are the very entity that is destroying our economy, and here they are issuing rules! lol

    This is all BS anyway, the rules will be circumvented and worked around and the banks will find ways to screw you behind your back and right to your face.
    Both the fed and the banks are trying to make our society a indebted paperless one, this has been going on for some time and many of us have taken the bait.
    My advice here is opposite of Clark's, cancel ALL credit card accounts, take the "illegal" credit hit(by illegal I mean the penalty for closing a credit account should not affect your credit score, any argument to say otherwise is just nonsense)start paying cash only, stop paying to use your money.
    I wonder if these new rules including banning credit card reps from college campuses?

    My friend and I got sticker shock by the credit company increasing the interest rate by 90% and I have automatic bill pay so I dont miss a payment. They are ripping us off.
