Jun 23, 2009 -- Cash for clunkers program gets the green light

The "cash for clunkers" program is taking form and promises rebates of $3,500 or $4,500 for trade-ins when you purchase a newer fuel-efficient vehicle.

The effective date for the program -- officially known as the Car Allowance Rebate System (CARS) -- has not yet been set. But Clark expects it to be sometime toward the end of July or the beginning of August. There should be a 2-month buying opportunity through October.

Let's say you start from a baseline of 18 mpg on your current vehicle. If the new car you intend to buy gets 22 mpg or more, then you'd get the $3,500 voucher toward the purchase.

Please note that participating dealers will apply this taxpayer-subsidized credit directly to your purchase.

You're only eligible for the full $4,500 voucher if your next purchase gives you at least 10 mpg more than your old vehicle.

Meanwhile, there's a lower threshold for SUVs and trucks. You'll get the $3,500 voucher if your new vehicle get 2 mpg or higher. If it gets 5 mpg or more, you then get the $4,500 voucher.

The vehicle you're trading in has to be drivable and the dealer has to agree to crush it. There are also several rules to prevent abuse of the program. For example, the car you're dumping has to have been registered and insured continuously for at least 12 months prior.

Other countries that have experience with similar programs saw an immediate big increase in sales as a direct result of the program. That's the hope for the American auto market too.

Remember, of course, that there are still some great deals on vehicles available regardless of the "cash for clunkers" program. The more shopping you do, the better the price you will get. See Clark's tips for buying a new car.

    Hi, I was asked by a 63 yr old women if I could look on the internet for a clunker for her. She will be evicted in a few days, but doesn't have any money to fix her clunker. She simply wants a car that runs. Is there any place that you may know that gives them away to the needy? Thanks
  • Great Deal with the CFC
    We went to Cherokee Toyota in Canton and had a GREAT experience. We gave them a 1987 Nissan Pathfinder (worth $500.00)for the $4500.00 down payment and bought a 2010 Toyota Corolla. The dealerships have a lot of paperwork to fill out in order to get their money, so be patient, it's well worth it! We're thrilled that we took advantage of this program!
  • CFC Affecting MSRP price
    Yesterday I went to 2 Lexus dealers and a Toyota dealer trying to deal on a new car with price guarantees in hand. Have been driving my 99 Chrysler Town & Country for 11 years, because I am a frugal person. It qualifies for CFC as it gets 18 combined...not many American made vehicles qualify for 2 mpg or over that are the size we need. NONE of the dealerships would honor their price guarantee from zag.com (USAA) I checked the Lexus Internet site when I got home...the next day the MSRP on the "Premimu Package", which is what most people want had increased by $2000. And this is sitewide. Dealer told us their invoice was more than what our guaranteed price was! Baloney! KBB and Edmunds both have the invoice at the correct price. We obviously walked away and will probably purchase a used car. Were also looking at Chevrolet, but they don't have the 2010 model I want in stock. Not sure if this is a breach of contract, since the dealers agreed to participate in the Price Guarantee program. I realize it is supply and demand, but still....any lawyers out there???? We are better off selling our very used van than paying $2000 more than what the car sold for a month ago.

    I happen to live on a small lake, it was a miracle I even got into this place. I'm lower middle-class but can afford my home and bills. I live on a dead-end road where most of my neighbors are upper middle-class or rich, about a dozen of them. Almost half of them have taken advantage of CFC. Every single one of them bought a car that was partially or 100% foreign made! How does this help our economy? Also, I have friends and family in many income levels, and it seems as this CFC program only benefits the people who can ALREADY afford a new car. My one neighbor had a early 90s beater truck he used to haul wood and ect. Worth maybe 1k. He traded it in for a Mazda 6 GT. This is their 4th car, a fricking car most would love as their only car and these folks have it as their 4th. lol CFC EXCLUDES the poor and most of the middle-class, the very people who need help switching over to a new green car. Just another bailout scheme for the auto industry, both foreign and domestic, and yet another tax-break for the rich. Go America.

    Went to James Oneil in Bremen Ga, had the deal all together, then in the 11th hour called and said no longer working with the cash for clunkers.Check next day with another salesman ( Scott) he said they were involed with the program. Call the orginal salesperson and he said James Oneil Chry was not doing the cash for clunkers. Bad Bad experience with this dealer. Beware of James Oneil Chry in Breman Ga

    I mean c'mon. Seriously. People are blaming the shady business practices of car dealerships on the Obama administration. Really. I didn't know that car dealers had such a sterling reputation for being upfront, honest business-folk. With the cash for clunkers program or without it, car dealers tend to be dishonest. If you go to a dealership thinking that they won't try to put the screws to you, then you're a fool.

    Clark, I'm an automobile retailer and have a large concern about the availability of funds to consumers. As of right now, we have over 150 orders that will qualify, but I feel certain that US Dept. of Treasury will have the $1 billion exhausted before all vehicles are delivered. Have you heard any rumors of additional funds being held in reserve?

    As a side note; I wish consumers would stop bashing the dealers. Most consumers have no idea about the extreme detail that is necessary for the dealer to complete to verify eligibility for the program. Not to mention, it seems that we are the last to be informed about changes in "FINAL RULE" by CARS.gov. Very frustrating and embarassing.

  • Bait and Switch
    We went to buy a Nissan Cube at Sutherland Nissan at the Mall of Georgia. After test driving the car that was in the AJC ad and getting ready to buy it, we were asked if we would take the white one instead-the salesman supposedly didn't realize the gray one was sold. However, for $500-1,000 more, we could buy another gray one they had. We said no thanks and left. We also found out later that our car did NOT qualify for the program (even though Sutherland said it did) because it gets 20 MPG new. I shudder to think what would have happened if we had bought the car and found out later that it didn't qualify after all? Also, it bothers me that they let me test drive a car that they had sold to someone else-not to mention the misleading us that the car was for sale. I think cash for clunkers is encouraging dealers to be more shady than normal!
  • Clunker program, what clunker program?
    Today We went to buy a car today at Bill Reilly's Union City, GA Toyota and were met by a nice young salesperson in training and a more experienced one who was training her on the tricks of the trade. We were asked if we perhaps had a clunker to trade so that they could give us a good deal.
    We were silent on the subject of trade-ins while attempting to make the best deal possible. When we had finished the painful process of negotiating and were ready to start the paper work, we told them about our clunker. At that point, we were told that the clunker program was over and that they would be happy to evaluate our trade-in exclusive of the clunker program and continue with the sale. We said no thank-you and went next door to Nalley Honda where their very nice salesperson confirmed the clunker program was alive and well at their establishment. However, we actually found our best deal at Allen Vigil Ford in Morrow where they happily gave us $4,500 for our clunker.

  • Never buy a new car
    Clark always tells us about depreciation and never to buy new car. I actually have a "perfect" CFC trade - beater that meets the requirements (worth $500-800 at most) .I would be crazy to buy another vehicle that would be less than %50 off the total purchase + the increase cost of insurance , advelorem tax etc in just a few years . This program is an insult to the consumer and taxpayer. BTW, so much for the car donations to the honest charities .

    This program is rediculous. We purchased a new car 6/13/09 and paid $21350. Today, one month later that same car is exactly $4500 more - exactly the amount of the gov't 'stimulus' program. This program isn't making cars any more affordable to the consumer, just funneling money to dealerships. Maybe that was the intended purpose? We have been financially responsible our entire lives and aren't looking for the gov't to take care of us. I am SICK of the government taking my money and giving it to people who were ignorant and greedy.

    I'm really surprised that Clark is going along with this idiocy. It's a great deal for the individuals who qualify: people who drive junk cars. But, it's a horrible deal for people like me who both have to pay for these vouchers and can kiss the resale value of their brand new car go down the drain. This program is going to destroy the resale value of newer small, fuel efficient cars. Watch what happens when all of the people either a.) take advantage of the program to dump the cars and make money or b.) can't afford the new car and dump it for what they owe, which will be way, way below what the people who actually pay their own way paid for the car. This law is garbage and is going to really mess up the used car market while really hurting lots of people who don't live off of the government. Shame on you Clark.

    Dealers will be scheming to take advantage of buyer! Secondly buyers will more than likely buy cars made in foreign countries with no job creation in the States. Congress is ignorant of good economics. And they don't even know what a clunker is.

    No - if the dealer is asking for a down payment in addition to your clunker voucher I'd walk away. If you want the absolute best deal then be flexible on the make and model and look for a car that comes with a manufacturer rebate. There are many manufacturers offering rebates on certain models. I bought a Hyundai Sonata at Jim Ellis and got the Zag.com pricing minus $3000 manufacturer rebate minus the $3500 clunker voucher. The MSRP on the window was $21,485. I paid $12,546. I have more details if you're interested. The Hyundai Sonata is the same size vehicle as an Accord or Camry but lots cheaper. It also comes with a 60 month 60,000 mile warranty. No other manufacturer including Honda can touch that.

    I went to toyota dealership today and they said i qualify fot the cash for cluckers cause i have a 96 ford explorer with 188000 miles on it. Theres a loud nose from the motor which are the lifters. I have no reason to put anymore money in this car. Im thinking about the cash for cluckers program but the salesman said that i need to put 1000 dollars dwn with the 4500 dollars is this true? do i still need to put a dwn payment?

    That's the Democrats for you. My car has a check engine light if the gas cap isn't screwed tight. I have about 160,000 miles on my car. If I were to buy new not only would I not get the cash for clunkers bonus because I have a fuel efficient 4 cylinder Honda Civic that is mechanically sound; I would have to pay a sales tax, increased property tax, and higher insurance rates. I also get to pay for the failed American car makers and get nothing for it. Why would I want to buy from a bankrupt company? When GM sells it's parts off then the new owner is not liable for anything. If the car makers despite everything ultimately fail then what about parts and service? Why are Americans so arrogant? We went into Vietnam despite the fact that France had been losing for years. We then in fact lose and now we trade with them. There's your reward. The British colonized Iraq. Americans invade to protect Saudi Arabia who don't care about half of their population; and what civil liberties for anyone. The British did what the Americans are presently doing. The British had an auto industry that the government bailed out and ultimately failed after spending trillions of pounds. What's the difference? The currency?

    Most of the people that voted for the “empty suit” know very little with respect to the real facts or understand the damage the current administration is doing to America. And I guess that is what bothers me the most.

    I would be happy to work for Glenn Beck or Rush, they are reportedly the only ones hiring. I am still looking for those jobs the chosen one promised. Thankfully there is some alternative to the propaganda being regurgitated by the liberal media.

    I think though with more of these idiot bills like the clunker rebate, Wheel-of-Fortune giveaways, and government takeovers, it will become obvious to even to the shortsighted that no jobs are being created all the while the debt is climbing into the stratosphere.

    I am not a cheerleader for the Republican Party but a concerned citizen with the path that this administration is taken America down. And I wish I were from Texas but unfortunately I am stuck in a blue state.

    I think you will find that the gaggle of naysayers will soon become the concerned majority.

  • CARS-MORE THAN DUMB!
    When you "Trade" you car in you will get the "Scrap" price value from the dealer. Now if the scrap value is less than the retail price you could get if you sold the car yourself or if it is less than the Blue Book trade in value, then the rebate can quickly become less attractive. How about a flat out rebate to just buy a new car? If you have one that is aging it will soon be off the road anyway just by attrition.

    Hyundai decides to jump ahead of everyone and start the program now. I was at the local dealer on Sat and was just about done when the dealer came in and said there was a problem with my clunker. Get ready for this because it's about as stupid as you can get and when you're talking about our gov't it comes as no surprise. My clunker qualified in all areas as far as it's drivable and under 18 MPG, but because the airbag light was on the rules say it doesn't qualify. So, I have to get my airbag issue fixed before the gov't will take it to the shredder. HOW STUPID IS THAT? If any of your dashboard lights are on like the ABS light or check engine light then the car won't qualify. So they want you to get your brakes fixed on a car that will never be on the road again and it's ultimately going to the shredder. STUPID STUPID STUPID, but hey, it's how our gov't works. BTW, the Hyundai Sonata comes with a $3000 rebate so when you add that to the voucher you can get in a new Sonata for under 14K. Use Zag.com for pricing. Also, Hyundai's come with a standard 60 month 60,000 mile warranty. Can't beat that. Now if I can get my Senators and Congressman involved with correcting this stupid dashboard light requirement I'll be set.

    The good ole gas guzzlers getting only 2 more mph is abosolutely NOTHING. Whats wrong with this picture. They should be incented to buy something at a min that gets 10 more miles per gal. so now instead of getting 8-10 mpg they can get a new guzzler that gets 10-12. WOW thats so much greener. They shouold exempt suvs that get under 18 mph which doesn't leave much. If they want an suv buy a smaller one like the rav4 that gets 28 mph.Many of them waste about 2 gallons just to go buy a loaf of bread.

    I think this has some serious flaws. SUV's 2mpg oh please. They should have the SUV for at least 3 years not the 1. A year ago gas prices were through the roof and they bought the gas guzzlers anyway. Also, how about a voucher system for those of us who have been buying fuel efficent cars for years. I have owned 4 cyl cars for the last 20 years. How about a reward for me instead of a reward to those who have helped get us in the gas crisis mess we have today? To boot I have to pay for them!

    On a related note. There is a tax credit of (I think) $1500.00 on qualifying Central Air systems . The problem is I know 2 people who have replaced theirs this year and the prices appear to have gone up by at least that amount from last year. Wheres the savings? This will probably be the case with the voucher system. Your $8000-$9000 Hyundai will most likely become a $13,000 vehicle.

    • It is always cheaper and less environmental impact to keep and older car than make a new one. You would never make up the environmental difference by making a new car!

    People are keeping there cars longer which means less sales for the car dealership. I think in order to get that cash rebate for your old car it has to be 20 years old. Mine is paid for a 1998 Toyota RAV keeping it as long as I can. It gets about 20 MPG. Less government control and more to the people. Those new cars will be deadly killing more on the higways.

    My trade-in is worth $1000, so I will realize a net gain of $3500.

    I wish I didn't have to wait until August. I'm ready to cash in NOW.

    This $3500 will help defray some of the money I lost on the huge gas price increases we saw under republican rule.

    Just remember the rebate IS the trade-in value. All these car will have to be destroyed as part of this program so the trade-in value to the dealer is $0.

    My 20 year old toyota pickup gets 23mpg, 10 year old subaru 28. No payments, I doubt I will get near the reliability or real 10mpg improvement in a new car.

    If you want to make a difference drive less, plan trips do local things. Saves money and more time for fun.

    Ever look at how much it costs (enviroment and $) to replace the batteries in the hybrids? Wow.

  • Thousands of rebuilt auto parts will be gone
    Great points made, especially by Tom Paine. No one mentioned that rebuilt auto parts and used fenders, etc. will become more scarce and that will hurt those industries. Maybe they will get a bailout. And, if we need those items, they will cost more to buy or not be available at all.

    I get 25 per Gal. on my "83 - this wonderful car can turn on a dime -parks easily and I do not use A/C in it. It also passes smog -What more could you ask for?? No I don't want to trade it in to the crusher!

    People own clunkers because they can't afford to take on a new car payment of $200 to $500 and month. What reason would I give a dealer my 13 year old Ford Van that gets 20mpg for free and then take on, at the least, a $200.00 a month payment. This is the weirdest attempt to copy capitalism that I have ever seen by the Democratic Socialists and of course it will not work.

    Excellent point Mike, and right from Econ 101. The price of goods tends to rise to equal the money available to buy them. The fed money will go to the dealers and they will find a way to absorb as much as they can in "doc fees" and "sealer/protectants". Buyers who haven't been to a new car dealer in awhile will be sitting ducks.

    At the big federal government employer where I work there are dozens of 2005 Dodge Caravans with tiny 3.3 liter engines that run on gas or E85 ethanol. They get 14 mpg on ethanol; does this make them clunkers? Or does it not count since they get 20+ mpg on gas?

  • Unasked Clunker Question
    There are two really REALLY big problems with this program. First, driving a clunker is greener than buying a new econocar. Why? Because the energy and emissions associated with the manufacture of ANY automobile exceeds the lifetime emissions from the car itself. Now we're going to crush perfectly serviceable cars and replace them wholesale with new ones. Nuts.

    Second, since when is undertaking debt for a new car better than driving a paid-for old one, dirty though it may be. What are the odds that someone using such a $3500 clunker for primary transportation will qualify for credit in the current market? This whole thing is a lose-lose.

    What would make more sense is to pay cash for egregious polluters and allow that cash to be used for newer paid-for) used cars with better economy.

    Oh, and by the way, at its best, this program has funding for no more than 286,000 vehicles. That's 4,714,000 short of the number of sales the industry needs to return to health. Another boon doggle.

    The bigger [picture here is to encourage the general public to get the cars that are energy inefficient off the road, for good. Unless we all make sacrifices toward this goal, it will take a very long time to do this. The attitude of "How this affect me personally is all that matters" is selfish and not globally beneficial. That is the general messgae of Obama anyways. We all have to work towards the higher good. We all have to sacrifice. The mess we're in is a result of the "Me, Me, Me" attitudes that we have had for many decades now. This initiative is vfery applicable to me, because I drive a 1995 vehicle that I have very carefully maintained for almost 15 years. It is time to replace it and this program will help me alot because I am on a restricted bidget and I don't have a lot of savings and really none that is easily spared to go to a down-payment. My trade-in value on my vehicle is not worth bothering with, and if not for this program I would not trade it, but sell it privately and hence, it would remain on the road, polluting and that is the grind of this program; to ultimately get these vehicles replace permanently with efficient ones.
    In regards to the people that are pissed of because they are paying their taxes and some of that mponey is going to pay for this program that they won't use. Well, I pay taxes too. And my money is paying for stuff I don't use all the time. It all comes out in the wash. You'll get yours. Try to be a good American and get on board.     I have a 2000 Oldsmobile. It definitely gets less than 18 mpg, but is there going to be a list of cars that qualify?

    In my case, the "clunker" is driven by my son. I'll buy the new car for my wife, and he will "inherit" her newer car. It's a step up for both of them.

    Ok, so our elected officials found another way to rid us of more of our money. We now have to subsidize people that can afford a new car. If you can't afford a new car payment, $3500 isn't going to make enough difference to make the payment that much less.
    The car dealers are going to end up with it anyway because they will offer less for your trade. They will also loose out on the resale profit because they have to destroy them. These cars have to go straight to the scrap yard to be chopped up and totally destroyed so there will not be any used parts available from them.

    I'd like to know how they are going to figure each car's MPG. Not every 10-20 yr.-old car of the same model, gets the same mileage.

    Also, that it forces one to buy a new car is going to limit the numbers of who will take advantage of this, as most people with old clunkers can't afford a new one, or have good enough credit.
    Plus, the first year depreciation alone of a new car, swallows up the entire voucher amount. Why not allow "newer used cars", say up to three years old, as long as it increases the MPG, it's accomplishing the goal....

    Excellent idea but not enough money! It is a half-way project and that's the frustrating part!Some may call it a "half-ass job!That's government and is understandable! Actually, the idea comes from Europe and some of the European countries have a very successful "clunker" program. However, theirs is better subsidized! At least fity percent of the cost should be covered by the rebate voucher and then this initiative could be successful!Iam with Clark on this one 100%!Now this program should include even non drivable cars that can get the lower rebate voucher while drivable cars should qualify for a bigger rebate anywhere from 5 to 10 thousand dollars! This can make a real difference!

    The hapless Democrats believe their “cash for clunkers” bill, promoted to help the environment, will save the auto industry, too. Somehow a $3,500 voucher will entice me to trade in my van, which is paid for, to assume a $20,000 debt on a new vehicle which will get as little as 2 mpg better mileage. The $3,500 voucher will be nullified by the depreciation on my trade-in, which will be practically worthless since the bill requires the dealer to scrap it. Also, this wasteful scrapping of a serviceable vehicle is being pushed by Democrats who also complain we use too much of the world’s resources. And where did the Democrats get the idea for this bill? From GM, a company suffering from too many of its ideas already.

    I'm thinking this might actually work.
    I trade in my old 1998 Pontiac transport for an Acura MDX and get 4,500 to help pay for the new vehicle. Now all I have to do is make the payments, negotiate my best price, pay more insurance, pay more taxes, pay title and other fees. Hey wait a minute. Who's going to enforce this crushing of the old cars? The police, they don't have time for that. The homeland security, they are busy. The auto dealers, I don't think so. Ah ha that's what all the money allocated is for. The government is going to hire inspectors to go around the country and make sure the cars are crushed. Brilliant, this creates jobs, sells cars, increases cash flow in the economy. This really is going to work.

    I don't really understand Clark's optimism on this. If you read the rules it will benefit very few consumers.

    1. You will get almost nothing for the trade-in. Unless you are driving a total beater that also happens to get less than the MPG limit, your voucher is not going to make up for the trade-in loss.

    2. You have to actively own the car, no buying a beater and no trading in something on blocks in your yard.

    3. most people driving total beaters can't afford a new car anyway, even with the voucher.

    So basically the only people that are likely to benefit are reasonably well off people driving beater cars that don't get 18 mpg. How many of those are around? Possibly also some not so well off people driving the same kinds of cars, that nevertheless can come up with a few thousand that the voucher doesn't cover.

    So the BO administration, having so recently taken a large stake in a couple of car companies, now has an interest in moving cars off of dealer lots. By requiring the somewhat minimal improvement in fuel economy, they can throw a bone to the environmentalists while further intervening to benevolently straighten out this car overstock problem.

    So we see a chain of decisions from the "too big to fail" dogma to the bailouts to the executive firings to the interventions in what should have been restructurings or liquidations of GM and Chrysler under existing bankruptcy law, to this move to try to do an incented market bailout of the car companies and dealers saddled with overstocks. As always the ever-shrinking pool of net tax payers get the bill, and the move will be sufficiently popular to garner more votes for Obama's party in the upcoming elections. Each decision has followed with inexorable logic, built on the faulty foundation of the false "too big to fail" premise - but the true connections are obscure and unknown to the people. What lengths will they go to next to try to keep Government Motors on life support a little longer, at the taxpayers' ever-growing expense? But the point to take here is that an arbitrary and shifting set of policies and programs is a sure sign of a developing totalitarian rule; under the rule of law, intervention in the auto maker bankruptcies would violate the 14th amendment equal protection clause. Under what Article of the Constitution does any branch of the federal government claim the legitimate power to seize and run companies that have violated no law, to loan or give away the People's money to failed businessmen, or to rob Peter to buy a new car for Paul? Where is Justice here?? Have the people a right to their property, or are they the slaves of the state, with their labor to be spent on their neighbor at the whim of some overstuffed magistrate or demagogue?

    This program obviously is designed for someone that is driving an old $500 beater car that is a gas hog. I have visions of a big ol' boat from the 70s or early 80's filling the street with smoke as they drive away.

    Someone could trade in their $500 beater and buy a new Hyundai Accent. This would give them $4500 off of the $8,000 - $9,000 (more realistic for a new Accent) and now have a great, fuel-efficient ride.

    Just because it doesn't apply to YOU, doesn't make it "stupid", all you greedy people out there.

    My concern would be for someone to purchase that new, fuel-efficient car and the very next day put it up for sale. Then, pocket thousands, and then turn right around and buy another $500 beater gas hog to drive around in. Maybe repeat the process every 12 months.

    Are there things put in place to prevent anyone from doing this?

    If not, that would definitely be "stupid".

    The car dealers will just raise their prices by 5k to keep the profit from the rebate and then get you to finance the rest at outrageous rates for as long as possible....making affordable payments a priority for chumps who really cant afford a new car.....makes their overpriced plastic union made crap seem like a bargain, when in reality it will just be another way to prop up the industry, giving downpayment help to people who should fix up their clunker and drive it till the wheels fall off, instead of buying a $20,000 pile of plastic they cant afford.
    a couple of other points: I read it will be available for cars purchased after July 1 with the details firmed up by the end of that month, it will run for 1 year or untill the funds run out. Clarks researchers should read cnn money these details were posted days ago.
    Finally for all of you that want to cry government control, would you rather the Gov not help American car makers? would you like imports to be your only choice? Does crushing old gas guzzlers when traded in, on ones with better fuel economy make sense? Does it really matter if this was a republican or democratic plan? these boards are always full of partisan political posts that make no sense at all. what matters is the merit of the plan, not which party takes credit for it. You guys listen to way too much talk radio if you let politics color everything.

    I too, do not see how this benefits our society in any way. This program will be misused and abused in a thousand different ways from the start. (I can think of 6-7 ways off the top of my head already.) It means more taxation, more national debt, and a huge waste of natural resources.

    If Obama wants to do something positive, how about offering a $4500 tax credit for those who purchase an electric vehicle? I'd love to see GM's EV-1 program make a comeback --those were great cars! This time around though, keep the oil companies from shutting it down. Hell, if GM had the stones to offer EV-1's for sale to the public, they would have been tremendously profitable. Whoever killed that program was a damn fool.

    Ok, so all these people with SUV's and Trucks can get big money if the new gas hog gets only 2 MPG they get $3500. 5 MPG get $4500. 2 MPG is not doing much for the gas problem we are having.     Follow through with what happened in Europe with their program. After the qualifying period ended there is a big slump in sales.

    The car sales people are having a field day on the internet. As far as I'm concerned it is over for using the internet car shopping. The dealers have jammed it up. "We will give you a quote" they don't even read what they put on the internet. I asked for a quote but it was put there by a third party (Edmunds) who probably gets a piece of the profit. The dealer contacts me to come in for a test drive??? Where is the quote?

    i assure you, there are few cars that are bigger clunkers than mine. this program is gonna be restricted to large trucks, large suvs , and 80s era clunkers and will be a big fail at encouraging car purchases.
  • Really Stupid Idea
    Our nation is having these extreme financial difficulties mostly because we as a people have not saved enough and spent too much. I think it is really stupid to take perfectly good cars off the street and make people spend money on new ones. This is money that otherwise could be used to build more efficient factories, provide better education and invest in better health care. But somehow this idea gets the "green" sign on it and we should all get down on our knees and worship at the altar of the god of environmentalism. Wake up. We have some rough economic times ahead of us and if we continue to do stupid stuff like this, they will continue much longer. Clark Howard should know better but once an idea is blessed by the "green" crowd, he looses his common sense and his emotions take over. Shame.

    With a normal car trade-in the dealer sells the used car at auction. The CARS program is intended to *permanently* take older gas guzzlers off the road. (Particularly late 80s/early 90s cars with resale value of less than $4500) Allowing dealers to sell the "clunkers" at auction would be counterproductive.

    Newer cars have a higher resale value than $4500, so it makes sense to do a normal trade-in rather than participate in CARS.

    For someone with an older highly-depreciated car, this is a golden opportunity... With the $4500 credit, you can get a brand-new Hyundai Accent for $5000, or an American-made car for under $10K.

    What the heck? Why do they have to crush the cars, what if you are trading in a 3 year old car? What a waste of resources and energy to crash a car that new. I guess they really do mean clunkers when they say it, although it doesn't sound like they HAVE to be a clunker.
