Feb 12, 2009 -- Clark explains how he would do the stimulus bill differently

When it comes to stimulus packages, people want to believe that Washington can just come up with an answer that spreads pixie dust and makes everything OK. That's just not the case.

This is not a knock against either the Democrats or the Republicans; it's just cold, hard economics.

President Obama has now signed into law the massive $787 billion federal stimulus package. Clark is not at all excited about this package -- just as he was unenthused last year when the $150 billion stimulus package was unveiled during former President Bush's tenure. At the time, he decried the $150 billion plan as the "Politician Protection Act of 2008" because he believed its chief aim was to secure re-election for the incumbents.

So as you can see, Clark has a history of not "doing" stimulus packages. If the problem is that we've all been spending money that we didn't have, you don't solve that by legislating more spending, right?!

Clark also doesn't do politics. He will not engage in saying, "They designated this or that money to this or that worthless cause..."

However, he does want to share why he would have gone a different direction with a stimulus effort.

This Christmas tree with ornaments -- as Clark calls the stimulus bill -- has about $2 in new spending for every $1 in tax cuts. Most tax cuts apply to those who earn household incomes of below $200,000. They'll come in the form of rebates that will be anywhere between $250 and $800.

But the real problem here is that we're crowding out a private enterprise recovery by doing enormous amounts of government spending to artificially prop up the economy.

Then there's the issue of free trade that also irks Clark. "Buy American" may be a populist (and popular) sentiment, but remember that the Great Depression was hastened by trade barriers and trade protectionism. Clark is a dyed-in-the-wool free trade advocate. He knows some of you may have lost your job because of free trade. But the danger to our economy is even greater if trade barriers are erected.

Make no bones about it -- this $787 billion plan will create a temporary false recovery. But it will only be temporary and it could be followed by a possible second recession. What will we the feds do then? They'll have no ammunition left.

If it were up to Clark, he'd want to direct up to $50 billion to provide a social safety net through increased unemployment compensation, increased food stamps/assistance to food banks and more money for health care.

And that's it.

In other words, provide the basics so people can limp along with food, health and jobless benefits until the economy starts to recover in a natural cycle.

The reality is that we will spend in the trillions to fix the banking sector in the United States. Clark is no fan of the giant banks, yet this too is necessary for long-term prosperity.

But you don't create long-term prosperity with a big dose of federal spending.

Clark doesn't want to sound like a Dr. No, but if we want to grow our economy, we need to deal with the tough times. Down cycles are fundamental in capitalism; we cannot outlaw economic cycles.

Tax cuts are fine, but right now people are scared and they will not spend a tax cut. The savings rate has increased tremendously in the last 12 months. Saving money is not going to get the economy moving again.

    You want a fix? Here is the true fix for the economy. Get rid of the Social Security Administration, Medicare, and Medicaid. While we're at it, shut down HUD, FHA, and dismantle Freddie Mac and Fannie Mae. Disable the Mark to Market accounting rules for banks. Cut the top level corporate income tax from 35% to 5%, also end the double taxation of income by completely getting rid of the capital gains tax. Then Either enact a 15% flat income tax that ALL Americans pay, or scrap personal income taxes all together in favor of a national sales tax (FairTax). Severely restrict the powers of the Federal Reserve and Treasury Department. Increase defense spending. The theme of all this is to take the power out of the hands of government and return it to the people and the States according to the U.S. Constitution.

    Too much finger pointing going on. We all know that ALL of the crooks at the top were to blame including ALL the greedy wall streeters and bankers and politicians. Too many people like to say its the reps or its the dems, folks its the POLITICIANS to blame (I am personally not a fan of BUSH or PELOSI not to mention a few others, but their all in on it).

    As for the auto workers, why should we rescue the banks and not the auto workers. A very bad benchmark was set by getting involved with bailouts.
    As for government regulations, I think we are all seeing the effects of not watching over folks that control the money. (BTW, that goes for ALL political parties as well). We have to have regulations, the thought of free capatalism is nice but not practical because greed will ALWAYS prevail.

But telling folks to just limp along until times are better leaves a lot to be desired.

    I hate it for the stock holders and even my 401K mutual funds that have dropped like a rock due to the banking stocks tanking. I still believe in capitalism the well managed businesses should survive without the Government providing subsidies to the competition. On the issue of trade this falls in line with "fair trade" - American business should be able to compete fairly and not against business subsidized by there respective foreign governments.

    Instead of the government spend package, which is what it is for more control over the American people, we need an imediate 25% payroll tax deduction for the next 18 months or longer to get things moving inthe right direction. It is called a tax reduction get fast results within real parameters for a quick temporary fix. I don't think the economics experts understand reaility very well.

    Interesting how you don't want to get involved in politics but make comments about a bill out of Congress. That's hard to do.
    Basically to be against the stimulus bill you have to ignore the lessons of the Great Depression and of Japan's decade-long recession. Unlike what some commenters write, only large government spending helped break the recessions. The federal government is the only entity to break the economic doldrums. The banks won't lend and consumers won't spend. As Obama said doing nothing is not an option, but Clark, the economist, knows better I guess.

    The problems can't be fixed by spending. Take Japan for example. They spent so much money and it didn't do anything more than worsen their debt. Their economy still got worse. When FDR did his New Deal, that didn't help the great depression, it was WW2 that fixed that. When JFK and Reagan did their tax cuts, that fixed the economy. Can't people see that government spending isn't the answer? By the way, since I am paying for part of Pelosi's mouse project, I think I will write her a letter to send me one of her mice. How about a free ride on the train from Calif. to Nevada for that $8 billion train project?

    Continuation: I'm not sure how 7-8 billion for Harry Reid's train from Disney Land to Las Vegas is going to stimulate the economy. Nor do I see how 3 - 5 billion to ACORN to register more Democrat voters (both legal and illegal and multiple times) goingg to stimulate the economy. The 75 billion given to 9 million home owners in default amounts to $8,000 a home. For most, it won't even get them to the next election. A committee of 14 (only 2 own "American" cars) to oversee the deal with GM and Chrysler. A president who spouts "doom and gloom" and the "sky is falling" and has gone so far overboard that even Clinton has taken him to task for such negative views. The "Great Depression" this isn't. The "Great Boondoggle, it is". Even Roosevelt never displayed such negativity during the depression. People forget the S&L crisis back in the early 90s. That many of the homes in California lost half their value before recovering to even greater "value" a few years later - and all without these outrageous stimulus packages. To quote (or paraphrase) Forest Gump, "stupid is as stupid does".

    Also remember, a lot of this was set in motion before Bush was president. While he did not take any steps to keep it from happening, he didn't start it either. Nor did he put a gun to people's head and tell them to buy beyond their means and rack up all kinds of debt.

    A lot of misinformation is bandied about the cost of the IRAQ war. While it added to the budget deficits, it is and was nowhere near what the biased mainstream media claimed. In many reports, they cited the total cost of the military. If the military was not in Iraq, there still would have been costs for maintaining those serving. Another case of where numbers don't lie, but the mainstream media sure can twist the numbers to support their bias. This is not to say there wasn't a cost to fighting in Iraq, but there was also a cost in Kosovo, Bosnia, Somalia, et al. And we still have troops in the former Yugoslavia country. Milosevic was worse than Sadam when it came to their people??? Give us a break!!! Milosevic was gassing thousands and thousands of Kurds, murdering thousands Shiites??? Yes, he was fighting a "civil war" with ethnic Albanians. Clinton sent troops over to assist our "allies" (French and German who were dealing under the table with Sadam).

    Remember, you Bush haters, when he said ;ast summer that there my be problems with Fannie Mae and Freddie Mac, Barney Frank (and Chris Dodd) said they were in great financial shape (as he, Dodd and Obama had their hands out for more campaign contributions).

    I guess HG must have a memory loss and a lack of understanding between a budget surplus and a deficit. A 1 year budget surplus does not remove a deficit (unless it is larger than the deficit). We had a budget surplus 3 years under Clinton and a Republican controlled House and Senate - 98, 99 and 2000. The Republicans had to put the fire to Clinton's feet to achieve. Unfortunately, they lost their way when Bush became president and joined him in becoming Democrats. When Clinton left office, the deficit was nearly 6 TRILLION dollars. A lot of that was owed to China.

    What we need to do is roll back the Reagan tax cuts for the rich. I think that we should tax incomes above 3.2 million dollars at a 90% rate like we used to do when the U.S. was strong. We could use the tax revenue to pay down the republican caused deficit and invest in the USA.

    You should have addressed the inflation aspect of all this printing and spending, Clark. Yeah, we will recover in the prices of our houses, but that is when it will be $10-$12 for a loaf of bread, a dollar for one banana, $8 for a carton of milk.

    Nobody seems to be commenting on what the rise in gas prices did to the economy. Are they somehow exempt from the mess they caused? The big oil companies reaped billions in profit this year while the rest of the country is going down in flames. The gas prices are why we stopped buying cars, clothing, eating out. I am mad as heck the bailout is aimed at those big banks who got away with giving loans to people who really couldn't afford or qualify. Why should they be rewarded for their greed and mismanagement?

    I am so tired of the politicians not taking responsibility for this mess. Tax cuts to the small business's are the only way out of this mess. Let the car companies file for bankrupcy like every other business, that way they will get the unions out and able to reorganize like all the rest of the companies that are not run by the labor unions.     ...with markets at 12 year lows....where is this silly stimulus? Does not work, it seems. People have lost 60% of their wealth in the markets, conservative people, no loads, broadly diversified....this is like being ripped apart by crocodiles doing the death roll. Maybe people now will retire at 125. How many years till they are back to where they were in OCT 2007...50? This is like buying a home for $400,000 and in a year, even though paid for, it is worth $175,000.

    Pelosi just had to have the bigger and better airplane than her predecessor. Reagan's opposite approach to a worst economy from J.Carter was a total sucess by reducing taxes esp. on small businesses and reducing folks's taxes. Sadly, this foolhardy O'Bama has trapped our children into a life a working to pay severe taxes to get rid the trillions of dollars of stupid debt due to Pelosi, Reid and O'Bama's stupidity. The Bush Administration made many blunders by wanting financially unstable folks to have mortgages; Barney Frank and his boyfriend in charge of Fannie Mae are much more culpable yet they remain in their jobs in the O'Bama Admin.? This housing debacle started the financial collapse yet it's the last thing to be addressed?
    My spouse and I are vets and come from a long line of military vets who are disgusted with the present gov. who doesn't look out for the middle class working person but instead for those who do not play by the rules such as now O'bama wants to blow another 75B on those who are being foreclosed on. We've been struggling to sell our home for almost 3 yrs. in a really bad situation; do we get any help such as the 4% mortgages or the 15000 incentive to home buyers? NO, of course not, he's helping those who shouldn't have mortgages keep them instead. It's unbelievable how much damage has been done to our country in less than a month. Bush had 9-11, Enron etc., war in Afaganastan and Iraq (in some ways a mistake)to ruin the economy not to mention he inherited Clinton's recession.

  • Government Bailouts and Stimulus Packages
    I totally agree. I was opposed to the initial bailout and the stimuls package. Anything crammed down the publics throat using fear/scare tactics, I have visceral reaction to -- and that reaction is absolutely no!
    We as humans do our worst thinking when ruled by fear. I was waiting for real leadership that would have restored public confidence -- what would have that looked like -- Obama calling the highest ranking Republicans and Democrats into the White House and telling them both that he will not sign a bill that does not have 100% of the votes of both houses -- because the American people need to know that we are all working for them, together in the direction of recovery. A real waste opportunity to have charted a different course for this great country. Instead we continue to hand out $$$ to the wealthy and set up relief programs that I fear will only be understood by selected individuals who will, drvien by greed, continue to exploit the public tax payers.

    I have little to no confidence in what I see is politics as usual in Washington. I voted for Obama and contributed to his campaign and was inspired by his election. I now am saddened and wondering where the hope for real change went?

    I, for one, am so tired of paying for other people's greed. These people HAD to have that enormous new house that they could NOT afford. They don't deserve to have the rest of us pay for them.   • Where's the Cost Cuts for Congress?
    While our U. S. Representatives and Senators point their fingers at lending institutions and corporate executives for their truly poor planning and unwarranted bonus awards, they have totally failed to get their own house in order. It would be well to note that in pointing the finger at others there are at least three fingers pointing back.

    Maybe the news media failed to report it but I've not read of any movement within Congress to trim its own costs during the recession.

    Doesn't it make sense that if any of these turkeys truly cared about the American citizen, there would some bills under consideration to include the following:
    1. A rollback of the last two salary increases that the Congress voted for its members,
    2. Elimination of the very good health insurance that taxpayers pay in whole for past and present members of Congress,
    3. A reduction of Senate and House individual and collective staffing by 25%. The current large staffs that Senators and Representatives maintain, at taxpayer expense, contribute to too much legislation that often totally misses the mark, and ultimately is funded annually with little consideration for the benefits to taxpayers,
    4. A change in the terms for members of the House of Representatives. Why not elect them for four years instead of two? The taxpayer cost of elections would be greatly reduced and House members could concentrate on legislation instead of being re-elected so often. As a part of the change, I would incorporate that roughly 20% of the total number of seats would come up for re-election annually. The would potentially mean that the House could turn over completely every five years.
    5. If the President of the U. S. is limited to two elective terms of four years each (Twenty-second Amendment to U. S. Constitution), then Congress should limit its members to a total of 18 elective years (3 terms) for Senators and 12 elective years (3 terms of 4 years) for Representatives. If our elected members of Congress can't achieve what they originally proposed when they first ran then it's simply not ever going to be achieved.
    6. I'm not against lobbies but Congress should outlaw receipt of any gifts, political contributions or meals by lobbyists. Offering of gifts, political contributions or meals would become a felony for the lobbyist as well as the Congressional recipient, and,
    7. This latest stimulus package, as well as virtually every bill that Congress passes, is loaded with earmarks. Bills must stand on their own merit. Congress must eliminate “pork barrel” amendments to legislation. If a bill cannot pass on its own merit without amendments, it is likely a poor bill anyway.

    "Government for the people and by the people" seems no longer appropriate. Overhaul Congress and the economy will likely take care of itself.

    I agree with what others have written. Give every American $100,000, let us stimulate the economy. Yeah, some people will squander and not have anything to show for it, but most would use it to pay bills, buy groceries and hopefully have some fun. How many Americans never get to have a vacation?

    Give every adult their share of the $757 Billion.

    Let them use it for themselves. They can make house payments, buy groceries, pay for college....whatever.

    This would kick start the economy like no other program.

    The our government and the taxpayers should not be in the business of bailing out stupidity and greed.
    As I see it now, GM can't and has not been able to run it's business. Their failure has been a long time coming and a government check right now is not going to fix the finacial problems that they've brought upon themselves. Right now, they are in the hole and if we bail them out, we'll all be in a hole. No matter what they get, they are destined to go down the tubes.
    My daughter lives in the Atlanta area and for years I've been telling her that these huge houses that are going up all over the place are not worth the money people are spending on them They are full of air and unnecessary space that require heating and airconditioning. Sure interest rates were low and when that happens the asking price goes up. If interest goes up the price comes down. Either way its a wash. Now it's come true. There are probably 1000's of these huge houses that people can't afford and for the most part I would say it's all because they had to keep up with the Jones'.
    People have got to smarten up and realize the value of a dollar. They have to spend only what they can afford. And because they bought waht they wanted and not what they needed, it's not my place as a taxpayer to bail them out.

    I am so dern mad at our government. Didn't they bail out the banks in the 80's? Instead of just taking the money and throwing it away, why not just give all U.S. born citizens $250.000 each let us pay for our own homes, buy our cars, get our own health care plans, it's our money anyway. Let us vote on what we want and let us vote on the Fair Tax. I think the government could live nicely off of 23% flat on the things we spend our money on. Then our children and grandchildren would not be left losing 85% of their income on taxes left behind for them.

    Banks that are too big to fail are indeed too big to exist! The FDIC took over Indymac and no one lost money. Maybe Bank of America and CitiCorp need the same treatment.

    Clark, I agree with everyting except free trade. How about "fair" trade. What is free when I buy a shirt at Target made by some child laborer in a sweatshop getting 1 cent? They have no healthcare or rights and this is not an even playing field. This is a race to the bottom.

    Everyone is critizing the stimulus, but I have yet to see another way of getting us out of this mess. If I had the answer I would be writing it. I haven't heard anyone in Washington suggesting another solution.

    We already had ONE stimulus and this one may or may not work. So what? The free enterprise market had the chance with the accompaning LOWER TAXES during the G W Bush ERA, those taxes were to stimulate jobs~ it did the opposite it stimulated individual greed. So Clark, to some extent, I do agree with you. We differ in that I do not beieve that have true capitalism in this country ~ it is an elitist capitalism with a political economy, better know as cronyism and it is rampant from the local to the international relms and it disgusting.
  • If Obama is really trying, he'd be smart to get the feds OUT of the way. Big government is the reason we're in this mess in the first place. Check out the "Community Reinvestment Act" which proposes every American should have a "right" to the American dream, i.e. home ownership when reality says that some people have no BUSINESS of owning a home. It's not that they don't have a RIGHT but that they have no business of owning one. And when they can't make payments, that's why we're here today.

    I still think that instead of bailing out all of the people on welfare they congress should have sent checks to each & every U.S. taxpaying citizen over the age of 18. Think of the millions each taxpayer would have received, that would have surely boosted the economy.     Hmm. hardly anybody like Washington to spend our money, Clark. But tell me, who is it government will be spending that money with? Private enterprise will get the construction moneys for infrastructure and repairing schools. Schools buy supplies and lunches from vendors. You see where I'm going with this? I agree that we have to prevent bank failures and we also have to get the banks lending money again, and I am disappointed with what Paulson did with that money and how few controls Congress put on the money, and how few of the few controls are actually being implemented. They just handed Paulson a license to clean out the Treasury. We should nationalize the banks and make the shareholders buy them back. They deserve to have their investment tank because the banks did totally unethical things. Sad to say there are few criminal or civil remedies available because the investment banking business was/is unregulated,and the US portion of the debacle is only a small part of it; much of the bad paper was written in Europe and marketed in Asia, and so is beyond our government's reach to deal with it. Rather like the problem of piracy on the high seas. If you don't catch them in the act, and they never come into port and get supplied by "legal" ships at sea, you will never stop them. The only option is to sieze them, like siezing a known pirate ship when you happen to be lucky enough to catch up to them...

    I'm one of those people who saw it coming, sold my house, bought a condo for cash, had a strong cash position all along and little in the "investment" market when the plunge came. I have no credit card debt and my car is paid for, and I have a civil service pension which still looks pretty secure that provides income for me now. But even so, a tsunami can swamp my boat. I'm not a happy camper.

    When every economist from Alan Greenspan and Martin Feldstein to Paul Krugman agrees that stimulus from government spending is needed to reinvigorate the economy, I think it is time to suspend our ideological predispositions. Much as I respect Clark's insights for saving money I think this is the right advice at the wrong time. It is thinking like this that assured that the Great Depression consumed nearly a decade of our national prosperity. Noone would argue that the stimulus bill was ideal, but to assume that private investment will restart the economy anytime soon is deluding themselves. The fact that every other major economic power on earth is stimulating their economy through government spending should be the final evidence that this is what is needed.

    I had an idea for you that may change the way future generations think. In public schools, math and language arts are mandatory subjects every year from 1-12. There are many social studies and science courses that children are offered that are required as well. Yet Economics and US Government are only taught to senior students, and typically only for a half a year each! These 2 courses should be mandatory courses starting in 6th grade. With a better grasp on economy and the way government works, future generations could graduate high school with better tools to succeed. In making these courses a requirement, it will also require the school systems to hire more teachers to cover the new regulations. This means JOBS! Take some of the stimulas money and use it for these jobs. Also, maybe even give tax credits to those who will go to school to specialize in these courses. The future generations NEED these classes to build a stronger america.

    I have been following the events regarding the economy for the last few weeks with amazement and amusement as our government and business people have been haggling over whether to give the auto industry 30 billion, 12 billion or some where in between. The bankers already have their money...was it 700 or 350 billion? And lately the politicians have stepped in with the "stimulus package" of 900 billion, 800 billion or is it 750 billion?

    When president Reagan took office in 1980 the economy was in the doldrums and as I recall it took 2.5 trillion to restart the economy. So we are just beginning to make a down payment on the 4.5 trillion required to restart the economy this time. It will require more investment this time because the state of the economy is much worse.

    I read a recent article in the Orlando newspaper which stated that the wealthiest people in our country control 40 trillion in assets. Certain camps hold the belief that the greed and mistakes of the wealthy made a significant contribution to our economic downturn.

    Wouldn't it be "Capitalism Reinvented" if these people would commit 10% or 4 trillion to a private investment fund to make funds available to help businesses through these troubled times. The emphasis could be for smaller businesses which seem to do a better job of providing employment and can operate on a shorter time frame to stimulate the economy.

    Finally, lets keep the government, wall street and the bankers outside the loop.

    everyone that filed a tax return for 2008 under 500,000 should receive a 25,000 to 100,000 dollar amount credited toward them. this would solve most of the problem. the excess pork in this plan should be given back to the middle class people who have made these jerks rich over the past decades. remember, a few billion to give back, especially since it has been stolen from us for years upon years is a small price to pay. these fatcats should also have to live poor for a few months to see what it is like to not have a roof over their heads, a car to drive, or wonder where their next meal is coming from. wake up america, a revolution needs to be unveiled toward the jerks in washington that have been stealing our money all of these years.

    When I think about the sheer amount of corruption, dishonesty, and outright fraud that goes on in every level of our society, it makes me wonder if our nation can ever fully recover from this financial disaster.     The stand back and wait until the economy cycles back is easy when you have a job. It's real easy to be a supporter of free market capitalism when the negative aspects of it doesn't affect you. My wife and I both still have our jobs and I am very thankful for that, but I am not going to sit on my high horse and tell someone that lost their job that "It's just an economic cycle... stop looking for a hand out" The economy needs a shot in the arm and that shot in the arm may just be what 1,000's of unemployed need. I read in the media where they refer to this stimulis as spendulus or porkulus, but in my it's something that needs to be done to weakin this recession and help us restore faith in a government that has helped the wealthy, but when it comes to helping the middle class... now then, we hear screams of "socialism", we are trying to end the "Free Market".     Instead of whining about how we are losing jobs to people overseas, why don't we fix it? We have the 2nd highest business tax in the world, no wonder they want to do business elsewhere!     To just now be getting a lecture on too much govt. spending when the U.S. gave Bulgaria, Angola and Guinea a combined $20 billion for supporting the Iraq War (this is not an anti-Iraq War argument just an argument that the U.S. did not need to dole out $$$ to Angola, Micronesia, the Solomon Islands, the Marshall Islands ... in order to win in Iraq yet it did just that). The U.S. has spent ridiculous amounts of tax payer money overseas for the past 6 years at least. Throw in that levy systems have failed in the south, bridges have failed in the midwest, and the power grid has failed on both coasts in the past 10 years. It may never be a good time to deficit spend, but deficit spending stateside on oimproving a neglected infrastructure far outweighs deficit spending to Micronesia or Angola for sending 10 nurses to Iraq. An unreliable power grid seems like both a national security risk and a problem for the economy. My question to Clark is if he is so worried about crowding out investment where was this non-political statement when other ridiculous deficit spending was taking place over the past 6 years? If he can't or won't answer that then he should stay out of politics as it is dishonest to do otherwise.

    Go to senate.gov and link to it through the Thomas library. I didn't see anything about a healthcare bill that will limit ANYTHING or stifle any industry put into the middle nor anything extra limiting for the elderly healthcare. However, it does seem to say: Create, Extend, Limit, Supplement, and Assist... far more than it says: Save, Allow, or Tax-Deduction... and it literally says: Illinois needs to boot it's governor or they wont get a penny, and also that all governments are to report all of the stimulus money on the "newly created" recovery.gov website.     No matter how much money the government gives the banks they're not going to lend it out until the economy improves. There needs to be consumer demand that creates a need for business expansion. If the consumer has more money to spend he/she goes out and "gets a membership at the YMCA". The increased demand causes the Y to hire more employees who will then also spend money AND pay taxes. Now take that money away from the consumer and he/she has to cutback by canceling his/her membership. Then the Y has to let people go........ Less demand, less taxes collected, less confidence. We need to cut taxes for everyone and cut spending. It was proven in the 90's by the Kasich Congress of 90's and it can be done again. It isn't rocket science. Bring on the flat tax!

    Many people have said that he growth in the economy was unsustainable and that it was propped up with debt (good and bad). How is going more in to hoc (just collectively through the government) going to help. The baseline needed to tbe reset for a long time. Just like pruning a vine or tree.
