Jun 23, 2008 -- Credit limits being reduced without your knowledge?!

The nation's banks are reaching new lows when it comes to customer no service. The latest wrinkle took Clark by surprise because he's received scattered calls about this issue without realizing there was a pattern emerging.

Now The Wall Street Journal has discovered that banks are arbitrarily reducing credit limits without telling you. The first you'll hear about it is when your purchase is denied!

Some banks are having up to a 10% default rate on the cards they issue. That's a huge number compared to historical averages. Their panic is so great that they're indiscriminately reducing credit limits -- even sometimes for those who pay their bills in full every month.

The Wall Street Journal also reports that banks are taking a zip code approach to reducing credit limits. This is especially true throughout the real-estate bubble states -- California, Arizona, Nevada or Florida. Again, the banks are frightened because they've seen people go from being current on their bills to declaring bankruptcy practically overnight.

Meanwhile, the banks are also targeting the self-employed because they're frightened of small business bankruptcies. Clark read about one person who had an American Express card that got cut from a credit limit of $36,000 to $4,300!

So if you fit into any of these categories, make sure you're not dependent on any one bank or one credit card. You should have multiple lines from multiple banks. But beware if you miss a payment or are late. Then you've really got a bull's-eye on your back.

    Back around March of 2009 My credit line started to decrease every 10 days. I use the these cards on a daily basis and I had drivers stranded everywhere. I would call and my limit had been decreased again. I was told by AMEX that my limit had dropped due to my credit score. Funny thing is I have a DUN # and Tax ID associated with this account. I never sighned anything with my social on this account but yet they had all my bank account numbers and knew way to much about my personal life. So when I called AMEX out on the issue I got no cust. service. Scared of fraud of AMEX I called and removed any info regarding my personal credit union accounts while recorded and a week later AMEX started drafting payments of of my bank account that I had told them to remove. By drafting these bank accounts they have bounced drafts and i have collected fees. Now my AMEX card is frozen for 7 days and I cant make a payment because I had to get my credit union to stop these transactions and open up a new Bus. checking account. I then sent in a certified check to AMEX sig. required, and I get a notice that my AMEX account has been cut off. Now I am trying to contact AMEX and pay my last payment that is not due for another 15 days but I get a recording with no access to my balance. This is funny to me because I have made 3 balance payments in one month (Its Insane) Owning my own bus. and accelerating in a down economy, I have come to find out at 29 years old that you need to cut out companys like this one. Somtimes you need to realize a bad Bus. relationship and cut your loses.

    My credit limit with Barclays (was Bank of America until June 2009) was reduced from $23,000 to $10,149 some days ago -presumably a few days before Aug. 20th? It is now $443. above the sum of my outstanding balance, which is $9,706.

    I have had Target Visa reduce my credit limit 2 times within the past 3 months, each time to 1 finance charge away from overbalance. Now another store credit card financed through GEMB has reduced my line to within $4 of the balance. This was unprovoked as I always make on-time payments using their websites. This is definitely a wake up call to me to stop using credit cards.

    I'm 51, retired from a utility company, with a pension about equal to my take home pay when working. I have 8 rent houses with a debt to equity of 50 percent (on average, $70k houses with $35k mortgage balances). I've also got about $63k or $8k per house in credit card debt for maintenance. Bank of America, FIA and Chase recently slammed all my limits down to the card balances, lowering my available credit by $40k, and upped my rates to about 18%. I've not paid to see what this did to my credit scores. I was shocked. I've had this average debt and income for many years and thought I was managing it very well. After realizing that the banks don't let you or me speak to anyone of authority, I just decided to look to my "saver" friends and quickly found two that were glad to loan me the funds from CDs to get a rate of 10% secured by property equity. So help make your friends earn a good rate and leave the banks out in the cold. There are groups networking to do this also. Let the bankers try to live without us.

    I called my CC company (Bank of America) last week to ask for a rate reduction. What ended up happening is they took my $36000 limit down to $8500 and my $22000 limit down to $7500. I've been with them for 10 years, have never been late, always pay off in full (if possible), own my own home and car and this is the "loyalty" I receive. I tried calling them numerous times to speak with a manager or supervisor to see why they did this. Each time I was asked "why i wanted to speak with someone else." I pulled my credit report immediately and they already reported the limit reduction to the credit bureaus. I now look like I am carrying 95% debt on my credit available!!! I have already transferred all my money to a new bank and will be paying down the credit balance. Hopefully I can get it paid off sooner than later so I can be down with Communist Bank of America!

    Well, I don't understand why those of us who are trying to be responsible and pay off our debt rather than be like so many others who don't even try are being penalized. I called FIA today to see about getting my interest rate reduced and instead they reduced my open credit from $13,000 to $6,600. Now I only have less than $400 available before I'm over the limit. I'm not using the card so I guess I don't fear going over and I'm paying beyond the minium payments monthly. But, I never even asked them to increase my rate to the amount they gave me I just got a letter about 8 or 9 months ago that the limit was increased. Now they're killing my credit score.

    I had a Visa issued by WaMu. First, they sent me a letter informing me that my credit limit had been raised. Then, after I ran up the balance while injured and out of work, they started charging me over-the-limit fees. I never went over the new limit that they set, just the old limit.

    Then I paid the balance in full a week or more before the due date, cut up the card and mailed it to them with a suggestion about where they could insert the pieces. I told them in my letter that I wished to close the account and that I did not want to hear from them again.

    In response, I received a letter informing me that they had moved me to a no-contact-by-phone status, since my account was now "current." Then they started up with the over-limit fees and "finance charges" again.

    Finally, after numerous refusals to pay what I did not owe, they "charged off" about $60 and evidently told the credit bureaus that THEY closed the account due to NON-PAYMENT!

    This all happened in 2006-2007. Can I still dispute this BS at this late date? (I have the letter and statements.) It's ruining my credit, even though I paid off a $4,000 vehicle loan in about 6 months last summer. Help me, Obiwan Clarkobi; you're my only hope!

    I got an email from Bank of America that I had a new online statement available. I logged on, reviewed my charges and scheduled an extra payment. I had paid $2500 on a $3100 balance earlier in the week. I then noticed that B of A had decreased my credit limit from $9500 down to $5000 ! I immediately called Customer NoService and asked why they had dropped my limit - pointing out that I had never missed a payment, frequently paid the outstanding balance in full, or at least always made a payment 3 to 4 times greater than the payment due. The agent on the other end of the line told me that they dropped my limit because of "inactivity". I informed her that I was quite active in using my card and paying on time, etc. She said that I had never charged the full limit on the card!!! No kidding. B of A is penalizing me because I never maxed out my card!!!! I told her that I was on vacation and had received no warning or notice. I told her that I used that $9500 limit as my safety net - should I have unexpected medical or other emergency type bills. Now for the absurdity: She told me that they would offer me a line of credit UP TO $30,000 !!! They dropped my credit card limit by half because I never maxed out the card but were willing to offer me a line of credit worth 3 times the limit of the card !!!! Can someone please explain the logic in any of this? I mean, what the heck is going on ? By the way, she transferred me to another department, I got a message saying that department was closed and then they hung up.

    Same issue - three Amex card's limits lowered and I have never made a late payment.
    This is an unfair business practice since it lowers a person's credit score due to the FICO scoring model that rates credit balance to credit limit. I have filed a complaint with the FTC.
  • Bank of America dropped credit line when we have perfect credit scores
    My husband and I have had perfect credit scores and we pay every bill including credit cards in full and on time, each month. We have two credit cards, both VISA Signature cards. Last month, Bank of America slashed our credit line from $33,000 to $17,000, claiming that our "historical pattern" says we don't use or need this much credit. I wouldn't care in the slightest, since we only make small purchases on the BofA card, EXCEPT that we may be buying a house and they've just damaged our credit rating for no reason at all. What's even more maddening is that we never actually applied for a card with B of A. We had an MBNA (LL Bean) VISA card for many years - MBNA was bought by B of A, then LL Bean abandoned them this year - obviously for good reason. So BofA tried to keep us by migrating our account to a World Points Signature card. I really wish I'd just closed that account when I opened the new LL Bean VISA with Barclays.

    I got my online statement from my bank credit card, and I discovered I lost $9300. My limit dropped from $25,000 down to $15,700. Now I have just less than $2000 credit on my card left!

    I had to use my card to pay off some medical bills and get the hospital off my back. I've asked for my credit to be increased back to the original $25,000. If that fails, I'm going to write them personally.

    Dear Clark, this weekend I recived a letter from Emerge Credit card sevices whick is a visa. I have had this card for over 15 years. I was told that they were closing the account because I was one payment late in January. I couldn't belive this when we were not even charged a late fee to know we were late. Pluse we have payed off the account twice in the last 6 months. What can I do?

    they sent me a notice saying thanks after 20+ years of being a good customer, because you're credit isn't so great, we've closed your account. this is the first time in over 15 years I've had any credit issues. Thanks AMEX
  • Bal xfer triggers credit limit cut (on 2 cards!)
    Recently attempted to transfer a %6500 balance from Amex to Visa, from 12.99% to 5.99% fixed for life. Had a $0 balance on Visa with $7500 limit. 10 days after transfer verification received in email, received snail-mail telling me that limit was cut to $500, and therefore transfer denied. BUT WAIT - there's more. On the same day, received a 2nd snail-mail letter with identical wording from same processing company informing me that my other Visa card limit was also being reduced to an available limit of $350. By accepting an offer to transfer a balance, I received 2 separate card cuts reducing my available credit by $10K.

    My reaction - On the 1st of each month I will charge $1 on both Visa cards and pay them on the due date. It must cost them at least $5/month just to process and send me a bill in the mail. Gotta live them penny-stock-worthy credit companies!
  • Good Credit Customers Now Victims
    HSBC slashed my credit limit of $9500 to $300...got the letter AFTER the fact. If I hadn't gone online to check I never would have known. I have currently have a $0 balance on the card thank goodness. I have had an account with HSBC since 1994, NEVER a late payment, over limit..nothing...even a FICO of 718...and this is how they treat a good customer. Citibank cancelled my card (with 30 days notice by mail) because of "inactivity". I had a $20,000 limit and have been a account holder with them for nearly 20 years with a perfect record the entire time. No wonder people are filing bankruptcy left and right these days if you will be punished for being a good credit risk anyway?
  • Credit Limit Reduction
    Today, 3/3/09, when I went on line to make my monthly payment, I learned that HSBC reduced my limit from $4,600 to $2,300 without notice. For the past 3 years, I never paid late and always several hundred dollars per month, far above the minimum payment. I had a balance of approximately $2,400 when my credit limit was reduced. When HSBC reduced my credit limit without notice, I incurred an over limit fee.

    I don't mind that HSBC reduced my credit limit, but I feel that I should have been notified beforehand so that I could have the option to make a payment before they assessed my account an over limit fee.

    I guess I am lucky because I was able to pay $1,000 immediately to reduce my debt before HSBC reported the over limit to the credit bureaus, and plan to pay the balance off over the next few weeks, so that I can be rid of these jerks. Hope they fail soon and are taken over by another company that is willing to implement good business practices.

    i had a $5500 limit with Target Visa, paid on time, & well over required payment, and suddenly, was declined a purchase for $30 at a video game store, in front of my son who was receiving this item as a gift, i was embarrassed in front of my son & when i got home, i called Target Visa, they said, yes we lowered your limit & now you have $5 remaining. i was so disgusted, i will never shop in a Target store again, i was one of their "better" customers, can't wait to pay them off. good riddance..Target!

    I also have an HSBC card, which I have used and paid off almost always. I have my satellite bill come through that account. I was checking to see if the charge had hit this morning and was shocked that my limit had been busted down to $590 dollars from last months' limit of 3,300!! I called Bangalore somewhere and got the same stupid cheery "a letter is winging toward you to explain" message Pettis did. I almost just closed the account down but then worried that if my other two cards did that I would have no access in an emergency-like Katrina-which if it hadn't been for my cards I could never have afforded to evacuate! Pure evil evil evil...
  • CC limit reduced after cancelling monitoring with Equifax
    a letter from bankcard services (Mastercard) was issued right after I requested Equifax to cancell their monitoring services. Which was wrong to start with: I had requested a free credit report and happened to be enrolled in their monitoring services. I did not go through the hassle of asking for reimbursement. I just asked to cancel the monitoring. It was not easy to get out of the hook. Now my credit limit has been reduced from $13,500.00 to $5,000.00. Anyone familiar with a similar situation?

    My HSBC card, on which I have a perfect record -- no late or over-limit payments -- just reduced my credit limit from $4,600 to $690. I happened to have about $800 in charges for the current billing period, so they said I'm over the limit.

    I called to find out about the "mistake." The customer service rep read me a script that basically said, "you don't get to know why." He said a letter had been sent to me that would arrive in 7 to 10 days.

    My husband and I have had our at&t credit card for nearly 19 yrs. We recently received our statement only to see our rate jump from 9% to 24.99%. Our payments practically double. We have never been late and have a credit limit of $19k.When I contacted them about the drastic change I was told that they could do this. My response was to go ahead and close the card. Also my husband just got his statement from the same credit card company. Guess what they increased his rate from 8.99% to 18.99%. People with good credit are being penalized.

    I've had my Amex Blue card for over 9 years and have alway's made timely payments. I went to make a purchase and was notified they reduced my line of credit from $18,000 to $500!! My fico score is 776 and I have an immaculate payment history with not 1 late payment or discrepancy on my credit history. When I asked Amex why, they said I had too many inquiries on my credit. I informed them I was looking to re-finace my 2 investment properties and purchase a home.

    I haven't used my Citi Business MasterCard in about a year, but I used it last week for a $50 purchase. When I signed online to pay my bill, I found out that my credit limit had been reduced without my knowledge from $20,000 to $100!

    Citi bank business card. $14,900.00 / $5000.00 cash advance. Have not used this card much over the years. Called and my rate was reduced to %9.8 as opposed to %15.?? I pay all cards off to the date when I make a payment. On line I noticed my new limit is now $2500.00, I call for a increase there working on it. I ask why, answer such little activity. Would have not known untill my next statement if I had'nt been on line. Since I pay in full each month I don't think it should effect a credit score. Ratio money available / credit used. Watch out
  • Target CC - Beware
    I noticed Target aggressively lowering my credit limit this year as well. Today I closed my account with them after they ran around in circles they finally admitted they lower all accounts that are not used. They refused to comment on why, it's just a policy. Just say NO to card offers like this, I'm even saying NO to Target from now on, I'll shop elsewhere....
  • Amex did it to me too!
    Amex sent me an email saying they reduced my limits on my business and personal cards by thousands of dollars. I pay my bill in full monthly and have a 750 credit score. They told me it was b/c they got news from experian that I had been delinquent on other accounts. I than paid to get my credit score and report online- it was still 750 and no delinquencies. I have faxed it to Amex 4x's since 10/01 and still they cannot confirm they have received it. My personal limit went from $10000 to $2700 and my business card from $27000 to $15000. I called again last week and got the same run around and told them I would like to cancel my cards- they routed me through to someone who promised send my acct to get the limit raised and that would take 48 hours- it's been almost a week and still nothing. I'm frustrated b/c I've spent a month believing them that it was mistake until I read Clark's update. Now I know they will continue to jerk me around and for the good of my business I have to move MY business elsewhere. Thanks for saving me some time and a bigger headache Clark!

    Clark about the American Express dropping their limits on people. I am one I had a green card for about 20 years never wanted to move up to a gold or they even offered me the titanium card and I denied it. I did go for a Blue card when it was offered to me and I took advantage and used it to get rid of 3 other cards with low amounts on them. American Expressed gave me a low transfer rate and a 10,000 limit. I used about 5,500 to pay off the other cards. About 3 months after I got the card they wrote me a letter telling me they were cutting my limit to 7,500. It made me a little mad but I got over it. Well less than a year later they sent another one and gave me $200.00 over the amount owed. So I decided not to use the card ever again. To day I got another letter after I inquired on canceling my green card because I had no need need for it. But they talked me into keeping it until the yearly dues are about due. Then they reduced it to again $200.00 a above the balance two days later. So I going to go ahead a cancel the green card and try to pay off the few thousand I owe and see if they push me to a 200.00 limit. Then I'll cancel. Funny thing I don't have bad credit. I just refinanced my home at a very low interest rate and paid off a vehicle. But if they don't need me I'll do them like I did when I got the card find a better one that wants to keep me.
  • Target CC - Retailers National Bank - Beware
    I opened a Target Visa in 11/02 to get 10% off a large purchase. I was instantly approved with a $12,500 credit limit. I have rarely used this card but so so every year or so.
    I recently ordered my free credit report (as I do 3 times a year) and notice my Target Visa had been closed in 6/08 and it showed the credit limit at $1,000?! I called customer no-service and was told I hadn't used this card in 14 months so therefore it was closed. I never received a letter regarding this - they just reduced the credit limit and then closed the card without my knowledge. I am so mad!! I am purchasing another property so the mortgage company just ran my FICO score on 9/2/08 and it was 819. 819! I believe that put me in the top 1-2% of people. I have flawless credit, high limits, little balances, a great zip code, stable job/industry, high salary, high net worth, what gives?!? I ran a Quicken Report and I've spent 15K at Target since 01/05 (not on credit however). I am so angry that Target is apparently knowingly damaging the credit scores of it's BEST customers. I've writen Target and the Office of the Controller of the Currency and we'll see what response I get. The next time you check out and they say, "Would you like to save 10% by opening a Target card?" Say NO!!

  • BoA Reduced HELOC w/o advance notice
    On 7/1, I received a letter from Bank of America announcing they had retroactively reduced my HELOC (on 6/24)by $14,000 "due to reduction of
    home values in your neighborhood". This now left less than $4000 credit available and changed the credit to debit ratio to less favorable. And majority of that had been converted to a fixed rate loan option 2yrs ago,(so not being drawn as a LOC) when I was considered a"Premier Banking Client." Several months ago, they announced they had changed that status as well!

    This is not limited to just BofA, I have a Household Bank card that I never use since the interest rat is high and they lowered my limit to $350 from almost $3000, they stated it was because of a decline in my credit score which is bull since it has been basically the same for the past 3 years, no new account, no high blanaces. So yeah this is happening, and not just to people who dont pay on time.

    You are THE KING of paranoia, Clark. The incident you refer to with American Express, you fail to mention that the individual who's credit was reduced, had THREE credit cards with AMEX, where two of the credit lines shrank to $1,000 from $6,000, and the third was reduced to $36,000 from $42,000.

    My B of A (also ex-MBNA) card had almost the exact same thing happen. My rate went through the roof last year when my automatic payments scheduled to go to MBNA weren't automatically transferred when B of A took over. I was pretty upset and when my Discover card offered me a great balance transfer rate, I took it. B of A took the next months automatic payment anyway, leaving me with a credit balance (and still tried to charge me a $5 pay by phone fee). I requested my credit balance sent to me via check and they said ok, then I was told later when I followed up, that they wouldn't be sending it for 3-4 months! I just recieved a notice (again, I have a credit balance currently) that they were re-adjusting my limit down to 1/4 of the old limit, leaving me with the smallest limit card I have. I have to keep the card open for credit purposes and this has really been a tough spot for me. Anyone I speak to about any financial services will first hear from me that they should avoid Bank of America at all costs.

    I have had a MasterCard for TWENTY TWO YEARS that was issued by MBNA who was recently bought by Bank of America. It had a $4100 limit and was paid on time for all those years. I recently paid the card down almost 35% or around $1500 and B of A REDUCED my credit to $2900 with out telling me. I only found out by checking my account on the web when I paid my latest payment. Calling B of A did absolutely no good and they maintained that they periodically reavaluate a customer's credit and have right to reduce credit at their descetion. I will pay the card off asap and become an EX customer of B of A!!!!!

    I had a capital one credit card, which was closed by the company. My credit score is very good and I haven't used that card in a very long while. So I don't really care that it's closed, but I don't want it to affect my credit rating. They simply sent me a letter that it is closed, but I don't think I should be punished for that.

    Clark,

    I was listening to your show and you said it was their own fault for the 10% default rate for giving credit to people who cannot afford credit.

    It goes MUCH deeper than that. I believe they put themselves in this situation because of their interest rate scam most of the big companies are doing. They pull you in with a good rate and then if you are 1 day late or if you go over you limit (which you could not do without them approving the charge in the first place) they are raising your rate automatically up to 29% or more. To go from 3.9% to 29% is an extreme punishment for the customer.

    People who charge $1000, and paying the minimum are getting $290 added each year compounded.

    People justify not paying because the rates to punish them are too high for the mistake of the payer.

    I bet if you look at the 10% that are in default, 99% of them will have the penalty very high interest rate on them.

    Thus, out of their greed, the credit card companies created this problem and are getting hit and they deserve it.

  • Credit Card credit limits
    You warned credit card holders to be careful since companies are reducing credit limits without notification. The credit limit is printed on the monthly statement with "available" balance. One should check that balance when making a payment and be very careful (or forego) shopping if they know they are near a credit limit. Fortunately, I do not have that problem. I hate all charges for late payment fee, over the limit fees, etc. SO, I make sure I don't have them! One should always have an "available" balance. There could be an emergency when that "balance" is needed. That is espcially important if a person has no cash emergency fund.
