Jun 23, 2008 -- Credit limits being reduced without your knowledge?!

The nation's banks are reaching new lows when it comes to customer no service. The latest wrinkle took Clark by surprise because he's received scattered calls about this issue without realizing there was a pattern emerging.

Now The Wall Street Journal has discovered that banks are arbitrarily reducing credit limits without telling you. The first you'll hear about it is when your purchase is denied!

Some banks are having up to a 10% default rate on the cards they issue. That's a huge number compared to historical averages. Their panic is so great that they're indiscriminately reducing credit limits -- even sometimes for those who pay their bills in full every month.

The Wall Street Journal also reports that banks are taking a zip code approach to reducing credit limits. This is especially true throughout the real-estate bubble states -- California, Arizona, Nevada or Florida. Again, the banks are frightened because they've seen people go from being current on their bills to declaring bankruptcy practically overnight.

Meanwhile, the banks are also targeting the self-employed because they're frightened of small business bankruptcies. Clark read about one person who had an American Express card that got cut from a credit limit of $36,000 to $4,300!

So if you fit into any of these categories, make sure you're not dependent on any one bank or one credit card. You should have multiple lines from multiple banks. But beware if you miss a payment or are late. Then you've really got a bull's-eye on your back.

  • Target CC - Retailers National Bank - Beware
    I opened a Target Visa in 11/02 to get 10% off a large purchase. I was instantly approved with a $12,500 credit limit. I have rarely used this card but so so every year or so.
    I recently ordered my free credit report (as I do 3 times a year) and notice my Target Visa had been closed in 6/08 and it showed the credit limit at $1,000?! I called customer no-service and was told I hadn't used this card in 14 months so therefore it was closed. I never received a letter regarding this - they just reduced the credit limit and then closed the card without my knowledge. I am so mad!! I am purchasing another property so the mortgage company just ran my FICO score on 9/2/08 and it was 819. 819! I believe that put me in the top 1-2% of people. I have flawless credit, high limits, little balances, a great zip code, stable job/industry, high salary, high net worth, what gives?!? I ran a Quicken Report and I've spent 15K at Target since 01/05 (not on credit however). I am so angry that Target is apparently knowingly damaging the credit scores of it's BEST customers. I've writen Target and the Office of the Controller of the Currency and we'll see what response I get. The next time you check out and they say, "Would you like to save 10% by opening a Target card?" Say NO!!

  • BoA Reduced HELOC w/o advance notice
    On 7/1, I received a letter from Bank of America announcing they had retroactively reduced my HELOC (on 6/24)by $14,000 "due to reduction of
    home values in your neighborhood". This now left less than $4000 credit available and changed the credit to debit ratio to less favorable. And majority of that had been converted to a fixed rate loan option 2yrs ago,(so not being drawn as a LOC) when I was considered a"Premier Banking Client." Several months ago, they announced they had changed that status as well!

    This is not limited to just BofA, I have a Household Bank card that I never use since the interest rat is high and they lowered my limit to $350 from almost $3000, they stated it was because of a decline in my credit score which is bull since it has been basically the same for the past 3 years, no new account, no high blanaces. So yeah this is happening, and not just to people who dont pay on time.

    You are THE KING of paranoia, Clark. The incident you refer to with American Express, you fail to mention that the individual who's credit was reduced, had THREE credit cards with AMEX, where two of the credit lines shrank to $1,000 from $6,000, and the third was reduced to $36,000 from $42,000.

    My B of A (also ex-MBNA) card had almost the exact same thing happen. My rate went through the roof last year when my automatic payments scheduled to go to MBNA weren't automatically transferred when B of A took over. I was pretty upset and when my Discover card offered me a great balance transfer rate, I took it. B of A took the next months automatic payment anyway, leaving me with a credit balance (and still tried to charge me a $5 pay by phone fee). I requested my credit balance sent to me via check and they said ok, then I was told later when I followed up, that they wouldn't be sending it for 3-4 months! I just recieved a notice (again, I have a credit balance currently) that they were re-adjusting my limit down to 1/4 of the old limit, leaving me with the smallest limit card I have. I have to keep the card open for credit purposes and this has really been a tough spot for me. Anyone I speak to about any financial services will first hear from me that they should avoid Bank of America at all costs.

    I have had a MasterCard for TWENTY TWO YEARS that was issued by MBNA who was recently bought by Bank of America. It had a $4100 limit and was paid on time for all those years. I recently paid the card down almost 35% or around $1500 and B of A REDUCED my credit to $2900 with out telling me. I only found out by checking my account on the web when I paid my latest payment. Calling B of A did absolutely no good and they maintained that they periodically reavaluate a customer's credit and have right to reduce credit at their descetion. I will pay the card off asap and become an EX customer of B of A!!!!!

    I had a capital one credit card, which was closed by the company. My credit score is very good and I haven't used that card in a very long while. So I don't really care that it's closed, but I don't want it to affect my credit rating. They simply sent me a letter that it is closed, but I don't think I should be punished for that.

    Clark,

    I was listening to your show and you said it was their own fault for the 10% default rate for giving credit to people who cannot afford credit.

    It goes MUCH deeper than that. I believe they put themselves in this situation because of their interest rate scam most of the big companies are doing. They pull you in with a good rate and then if you are 1 day late or if you go over you limit (which you could not do without them approving the charge in the first place) they are raising your rate automatically up to 29% or more. To go from 3.9% to 29% is an extreme punishment for the customer.

    People who charge $1000, and paying the minimum are getting $290 added each year compounded.

    People justify not paying because the rates to punish them are too high for the mistake of the payer.

    I bet if you look at the 10% that are in default, 99% of them will have the penalty very high interest rate on them.

    Thus, out of their greed, the credit card companies created this problem and are getting hit and they deserve it.

  • Credit Card credit limits
    You warned credit card holders to be careful since companies are reducing credit limits without notification. The credit limit is printed on the monthly statement with "available" balance. One should check that balance when making a payment and be very careful (or forego) shopping if they know they are near a credit limit. Fortunately, I do not have that problem. I hate all charges for late payment fee, over the limit fees, etc. SO, I make sure I don't have them! One should always have an "available" balance. There could be an emergency when that "balance" is needed. That is espcially important if a person has no cash emergency fund.
