Jun 25, 2004 -- Check 21 taking effect in October

On October 28, law “Check 21” will officially begin. Some retailers have jumped the gun a bit on Check 21, the law that will essentially eliminate hard copies of checks. When you use a check at Wal-Mart, for example, they will run your check through a machine and hand it back to you. At that point, the money is automatically deducted from your account. Other companies are destroying checks right after they’ve been run through the system. These are premature versions of what will happen in October. At that time, companies will make digital copies of checks that will show up in your bank statement. But the physical check will be destroyed at the power company, credit card company or wherever it ends up. The digital images are called “check substitutes,” and they are considered as acceptable replacements for the original canceled check. Check 21 is going to save billions of dollars, but it will also eliminate a lot of jobs. The idea of a grace period after writing a check will also be a thing of the past. When you pay with a check, it will be automatic. Hopefully, people will stop using checks as a result and start using electronic bill pay systems. With everything going digital anyway, it will be much easier.

  • Landlords, Government, etc. part of the problem.
    There are lots of people that are stuck in the past on these insecure paper IOUs. There are also lots of payees that haven't come around to even the 20th century and started accepting other forms of payment NORMALLY. The IRS and some state and local government agencies are beginning accept credit cards, well actually many of them FARM OUT the responsibility to companies that then CHARGE you so-called "service" FEES.. Of course the credit card companies should not only be ashamed, but spanked for letting government subcontractors do something that is against all normal merchant rules: charging a consumers to use their Credit Cards.
    Landlords, utilities and state and local government agencies are beginning to come around, but have a long way to go. California energy giant PG&E had a "Pilot" program that allowed customers to pay by credit card, but ended it with the blessing of the government protector of California utility monopolies, The California Public Utility Commission:

    "This Resolution approves PG&E's request to close its credit card pilot program. The pilot program demonstrated that the cost of the credit card option is significantly higher than the average cost of all other payment options.

    VISA Inc. (VISA) protested PG&E's request on the basis that PG&E had not shown that the savings of the pilot program were less than costs. VISA's protest is denied.

    The protests of customers Roger Minassian and Julie England and Carl Funk are also denied. Minassian questioned whether the cost of the credit card option was more than payment by check. England and Funk objected to the termination of the program because the credit card option allowed them to manage their bill payments effectively."

    A typical example of a completely worthless government agency sticking it to the consumer on behalf of the lone statewide energy company they are not only supposed to protect the public from, but also kept them as a monopoly when they KILLED consumer choice by effectively BANNING consumers from choosing competing energy companies for their electricity and gas service. Which shows you that even government bureaucrats can violate laws like R.I.C.O. (Racketeer Influence & Corrupt Organizations act) and get away with it.

    We need to DEMAND FEE FREE credit card transactions for all bill payments, then checks can become a thing of the past.
