May 27, 2004 -- PayPal settles New York lawsuit

PayPal has become a very popular way to pay for goods, but the company has also been a huge source of frustration for customers. It’s a brilliant idea, but if anything goes wrong or a customer needs more help with a transaction PayPal ignores the situation, callers say. The company recently reached a settlement in New York over claims that the company was misleading customers. The company made a statement on its site that if your merchandise did not arrive you were entitled to a refund. But that did not happen in many cases, and now the company has entered into a consent agreement to refund customers’ money. Although the company did not admit any wrongdoing, the agreement clearly states that PayPal does not provide the same level of fraud protection that credit cards provide. So, if you use PayPal, keep that in mind. It’s buyer beware. American Express and Discover have stepped up to the plate in the wake of this incident and both are now granting chargeback rights for people who use their cards in a PayPal transaction. It speaks to the arrogance of eBay, which owns PayPal, for failing to establish consumer safeguards. The companies simply not doing the job they should. Several other states and the Federal Trade Commission are also investigating PayPal. We’ll keep you posted on what happens with that.

    I have had one hell of a time with pay pal!!!! I recently had a so called friend who stole my identity, my husbands, my sister's, her husband and the man that she was staying with to help out with his son. She used some one's credit card, ran it through my pay pal account, immediatly transfered it into another pay pal account and withdrew cash out of an atm in the area of $1500.00. All was with out consent, or permission from me. Did pay pal help me with this fraudulant activity? NO! They said it was FREINDLY FRAUD, I knew the person, she was a friend,she had to get my information from me some how! I never saw the money, never entered any of my bank accounts, or touched my hands! Now my account is frozen, it is in the negative of $-1500.00 They want me to pay them, and stated that I need to take this matter up outside of pay pal with the person who did this to me!
    This person is in jail for other charges. How am I to take this up with her if pay pal will not help in any way to press charges against her, give me any information with out a subpoena from my local police department! Police won't help because pay pal won't provide me with the info about MY case that they need inorder to file charges!

    NOW WHAT??????
  • Case Id Isn't Enough Information?
    And 4 and 1/2 years later, a detailed inquiry to customer service, including the ID number of two open cases, is considered by PayPal to be 'insufficient information'. They asked me to provide the transaction id, the seller name (etc, etc), despite the fact that all this information is included *under the open case*. A call from the Better Business Bureau is in their immediate future. I'm sure PayPal has gotten a few of these in the past.
  • So Frustrated with PayPal
    Paypal has charged my bank account instead of my credit card even though I checked out using my credit card! I got an NSF fee from my bank and I am asking PayPal to credit me $20 for their mistake... I'm not getting my hopes up.

    I had an issue with PayPay a couple of years ago where I was charges over $2,000 for a computer I did not purchase. The last time I purchased anything on EBay was a couple of years prior to that and stupidly used my debit card. Luckily I have a great Bank that put the money back in my account while they investigated. PayPal blamed me for giving out my bank information, no apology. I will NEVER use EBay or PayPal again. I found 7 others that this was done to including my boss. Buyers beware!
  • Paypal ignores complaints
    I got fleeced by an eBay seller, got a partial refund and have tried for 2 months to get protection from Paypal. They (a) ignore communications, (b) close contested cases w/o permission, and (c) are totally irresponsible. I have sent a letter to the CEO of eBay and suggest everybody do that. That's the only way they will get the message and either train these characters or fire them.

    Its been almost 4 years since you wrote this article on PayPay and just today I had a very frustrating experience with PayPal and then with their no-service customer service. I have decided never to deal with merchants that only accept paypal.
