It is untrue that the EPA not allowing anymore refiners. The companies will not build any new because they would have to abide by all the current EPA regulations. <br> What happens is that when you build a new or upgrade a plant you have to follow the current EPA rules, but of you are just doing “maintenance” you full under the rules when the plant was originally built. <br> <br> So it is more profitable to just maintain the plant then to expand or build a new one. <br> I have worked in the industry for over 20 years and should know.
